Option A - stopping all through traffic except essential vehicles

This option includes six modal filters and two bus gates to prevent through traffic, except for public transport and essential vehicles, from passing through the area. This creates zones that other traffic can’t pass through whilst allowing local access from the boundary roads of Trafalgar Road, Woolwich Road, Vanbrugh Park, Stratheden Road, Charlton Road and Old Dover Road but traffic can't move between the coloured zones.

All addresses would be accessible by vehicle at all times in every option, however drivers may have to take a different route. This includes deliveries, taxis, emergency vehicles and waste collection vehicles.

Where camera-enforced (ANPR) filters are proposed, they will allow emergency vehicles, refuse vehicles and taxis (hackney carriages) unrestricted access through the ANPR filters. Blue Badge holders, including children, who live in the restricted area would be eligible to apply for a free permit exempting their vehicle, which would allow them access through the ANPR filters.  

  • two camera-enforced (ANPR) filters on Halstow Road, and at the junction of Maze Hill and Westcombe Park Road 
  • introducing bus gates on both Vanbrugh Hill and Westcombe Hill 
  • introducing physical barriers, such as bollards, south of Charlton Way and Vanbrugh Park to manage access for other vehicles 
  • removing the existing modal filter on Park Vista to simplify access for residents 
  • existing restrictions on private roads (e.g. Langton Way) would not be changed

Survey: Option B – reducing through traffic

This option proposes a mix of traffic restrictions, modal filters and bus gates to reduce through traffic on some of the main north-south routes, whilst prioritising bus access.   

All addresses would be accessible by vehicle at all times in every option, however drivers may have to take a different route. This includes deliveries, taxis, emergency vehicles and waste collection vehicles.

Option B design proposal for East Greenwich

Measures include: 

  • two camera-enforced (ANPR) filters on Halstow Road, and at the junction of Maze Hill and Westcombe Park Road 
  • introducing physical barriers, such as bollards, at the southern end of Mycenae Road near Blackheath High School 
  • introducing a one-way traffic restriction for general traffic on Vanbrugh Hill (northbound only) and Westcombe Hill (southbound only) (buses would be exempt) ; depending on which traffic management design options are progressed, cyclists would be allowed to travel in both directions where feasible 
  • introducing a one-way bus gate at the junction of Westcombe Park Road and Vanbrugh Hill, allowing only eastbound public transport; depending on which traffic management design options are progressed, cyclists would be allowed to travel in both directions where feasible 
  • introducing a one-way traffic restriction westbound on St Johns Park to discourage through traffic from using it as a shortcut; depending on which traffic management design options are progressed, cyclists would be allowed to travel in both directions where feasible 
  • existing restrictions on private roads (e.g. Langton Way) would not be changed
